dude standing on a  big rock,  just to left of  dead centre. left side of the big rock wall,, head down with a funky hat on.
  but i have no clue  (yet) about this location w.i.a

You can expand the photo and clearly see him standing on the rock in the center of the photo lol.

A joint effort from Bob & Diana:  Looks like a "green headwater Lake".  From the rocks, it looks to be in the Petawawa / Barron River system.  Thus, Waldo is in the vicinity of the campsite on the northern shore of Eustache Lake.

I will post something a little later.
I suspected Eustache Lake based on the rocks and tint of the water, but I couldn't pull up a matching mental image.  Diana located the spot on the basis of satellite images.
Here's a photo I took from about that location almost 20 years ago.  It's hard to tell from these photos that we're talking about the same location.

It's a different angle and there has been 20 years of growth in the trees, but both shots appear to have the same tree on top of the cliff roughly in the center of the picture.

Good sleuthing. I think it is the same spot. My next clue was going to be that there is a tree in my picture that gives away some information about where in the park this is (the Jack Pine). There is also Jack Pine on the top of the cliff in Bob's image.
