The steepness reminds me of an island site on Ragged, but I don't think that's it. I'm guessing it is more likely somewhere along an old railway embankment.

Nope, not Manitou or Ratrap.

This is on the first lake you'd paddle in the park on your trip. But it does not have an access point office.

Your hint leads me to believe this is North Tea.  Is this site on the north shore near the split between east and west arms?
