I could be wrong but I think you're over thinking it. If there were issues with Algonquin north, I doubt they'd say 'all except opeongo'.. they'd probably say all except opeongo and Algonquin North (or list more specific lakes) Given that 'All' is all encompassing, except for the exclusion (Opeongo) I think it's safe to take their statements at face value.

Great news, Algonquin Outfitters reported a few minutes ago that Lake Opeongo is Ice Out. So Cedar must be as well. The park will likely open Opeongo any time now.

We're going to call it! Opeongo has experienced #IceOut2018 for our Ice Out Contest. Our Water Taxi was able to safely navigate from the Lake Opeongo Access Point to the Happy Isle Portage in the North Arm of Opeongo today. May 10th 2018.Note; this does not mean that Opeongo is open for reservations yet after yesterdays notice from Algonquin Park that Opeongo will remain closed until May 15th. We only announce this for our Ice Out Contest. See for current information from Algonquin Park.

Anyone with any news on Brent-Cedar Lake? As of last Sunday (6th of May) the Brent Office says they are planning on opening for May 11 this Friday.
What makes no sense, is that Opeongo was delayed till the 15th today when in fact Opeongo is further ahead with less ice then Cedar?? But no delay or news on Cedar? What??
Maybe I am missing something here but why stress out over this?
You appear to have a decent working of how the Park works and I believe you mentioned that you work within the Park and have friends that work at the Brent Office so why not just pick up the phone or fire of an email and get the information straight from the source?
On an side note, Peek I had such high hopes for you buddy

#398- We are excited to head out on Tuesday with my new Langford Prospector. Out for five nights out of Kiosk. I've thoroughly enjoyed this countdown to ice-out Christmas and appreciate everyone who has contributed. Hoping for lots of fish, moose, and ice for the bourbon. See you out there. Also- I think we should let ATVenture have #400.
